I like these ideas but I live in the UK. Here almost every grant is partly or wholly publicly funded - even many charities are using public money. So the donor is the government and although it is not their money they behave as if it is. This has two effects: every award is political; and the cost in time and distortion of applying grants and getting the actual money if you succeed may exceed the value.

RE looking up the politics, it can also help understand what biases they might bake into their work, and check whether they’ve checked them.
